A City Council Study session on understanding displacement is tentatively scheduled for September 23, 2025. Staff will highlight existing state laws and City programs that help address displacement, and identify potential new/expanded anti-displacement programs (at a minimum) for the City to evaluate (see Housing Element Action 13: Residential Displacement).

What do we mean when we talk about displacement?

Displacement is when you are forced to move for reasons outside of your control.

For example:

  • Your rent has gone up to a price you can’t afford.
  • You have a crisis (like a job loss or a medical emergency) and can’t make your rent or mortgage payment.
  • The place you live is being torn down.
